The assessments were not aligned and inconsistent with what was happening in the classroom. It was difficult to accurately measure student success (Polikoff, Porter, & Smithson, 2011). One of the major factors contributing to the difficulty of aligning assessments with standards is that the standards are so complex (LaMarca, 2001).
