In today's society, many children are neglected or abused or simply not properly cared for. Raising a child can be a huge responsibility and if people don't have what it takes they shouldn't be parents. This is why adults with the potential to become parents and who wish to have children will need to commit to taking and passing a parenting course. The test doesn't even have to be difficult.
