Sure, there may be some teens under the age of 21 who are not mature or responsible, but not all teens under the age of 21 are like that. Furthermore, there are many people aged 21 and over who are neither mature nor responsible. That said, you cannot simply assume that someone under the age of 21 is neither mature nor responsible.
