Case Study: Effective Managerial Leadership The success of implementing a public policy to solve a social problem will largely depend on the skills of a public administrator. Furthermore, numerous case studies can show examples of how a successful public authority administrator can achieve goals through dedication and commitment. The following discussion will present an in-depth analysis of the major political, social, and economic forces that influenced Dr. Gayle in shaping legislation to combat the AIDS epidemic, as presented in the case study Managing Across Boundaries: A Case Study of Dr. Helene Gayle and the AIDS epidemic. Main political forces they faced The case study analyzed presents Dr. Gayle's career as a public administrator who throughout her career raised awareness of the growing social problem of the AIDS epidemic. Additionally, the case study presents several political forces that Dr. Gayle had to overcome. Among the political forces presented in the case study included not only cooperation with numerous agencies within the federalist structure of the United States, but also cooperation with numerous countries around the world that had high numbers of known cases of HIV/AIDS among their population. Furthermore, political forces represent a major obstacle both in obtaining funds and in cooperation between such agencies to achieve a common goal. As the case explains, Dr. Gayle was able to overcome this obstacle and gain support, as is evident from the fact that "[she] is very intuitive in her understanding of how political systems and individuals work...she has a great appreciation this aspect" , which allows it to make the system work in a constructive way" (Riccucci, 2002, p 17).
