This concept stems from the creation of the Monroe Doctrine under President Roosevelt. The Monroe Doctrine states that America will take as a threat any nation's attempts to do anything in the Western Hemisphere, but no country actually followed it (Ladenburg The Monroe Doctrine and the Roosevelt Corollary). However, some nations in the Western Hemisphere were unhappy with the way America was trying to be the “world police.” For example, a Latin American citizen, Luis Drago, opposed the United States and its Roosevelt corollary. The Dragon Doctrine stated that America forcing countries and nations to pay their debts to repay their debtors was wrong. America being the “world police” has not only created problems with the country it is imposing on, but also with European countries trying to manage their own international affairs.
