In 1901, a group of Boston-based investors opened a steel mill on the southeast side of Sydney Harbour, Nova Scotia. This mill was called DISCO, or Dominion Iron and Steel Company Limited, which was ultimately a subsidiary of DOMCO, or Dominion Coal Company Limited. DOMCO coal was mined in Dominion, near Glace Bay and was used to produce coke. Coke is a hard, grey, porous material, man-made from coal and used to fuel blast furnaces for smelting iron ore. (Coke (fuel), 2012) DOMCO along with DISCO merged with the Nova Scotia Steel and Coal Company or SCOTIA to form the British Empire Steel Corporation or BESCO in 1920. The company soon reorganized and took the name Dominion Steel in 1930 and Coal Corporation. or DOSCO. In 1957 it was purchased by the Toronto-based aircraft manufacturing company, AV Roe Canada and in 1962 it was sold again, this time to Hawker Siddeley Canada, where it became a subsidiary. (Sydney Steel Corporation, 29) Hawker Siddeley ran the company smoothly until 1965, when they decided to eliminate all money transfer operations. It was also around this time that it was announced that there was only around 15 operational years left for Sydney's coal mines and that after this opening new mines would be too expensive and that DOSCO would exit the coal mining industry. At that time the Sydney plant was very outdated compared to other plants in western and central Canada. After a residency protest in Cape Breton County, Prime Minister Lester B. Pearson, announced the creation of the Donald Commission led by J.R. Donald. The task of this commission was to initiate an investigation into Cape Breton's coal industry. They recommended that a federal crown corporation be established to purchase and manage… paper halves… The contaminated material will still be filled with concrete and then contained to the area in which it is located, none of the material will be incinerated. Then the entire area will be covered and landscaped for future use. The first phase was completed in late 2009 while the second phase began in the spring of 2010.
