At 7:10 am EDT on August 29, 2005, Hurricane Katrina made landfall, leaving lasting memories for those who live in and around New Orleans, Louisiana. It was on this day that Hurricane Katrina made landfall and caused what was considered one of the "most destructive storms in terms of economic losses" ("Hurricane Katrina—," 2007) of all time. No one seemed to know or understand who was to blame for the failure to respond and prepare for the emergency management. Those left in the wake of this disaster could only stand by and wonder who was to blame, what preparations needed to be put in place and why there wasn't a quicker response to help the hundreds of thousands who needed immediate aid and assistance in case of catastrophe. of the Katrina disasterAccording to Howard Dean "Before Katrina, everyone, including America's friends and enemies, believed that if something terrible happened in the world, you could call the Americans and they would fix it" (Dean, 2008) . These were the thoughts of Howard Dean and many others as they looked back on the legacy of President Bush's eight years in office. But was he the only one to blame or should we also look at the chain of command up and down that was responsible for the correct actions that should have been taken? There is a belief in the corporate world that if things fail, the blame should be placed on the president or chief executive officer (CEO) of the company due to their responsibility within the company, but is that right? The failure of Katrina had already been written long before in the failure due to the inefficiency of local, state and federal governments in preparing to manage the emergency.
