In the countless pages of history, there are many cases of change. Some of these changes are positive while others are negative. However, whenever a change occurs, it faces challenges in being accepted. An example of the struggles for change seen in today's society is the ongoing fight for religious freedom. Another change currently facing obstacles is the struggle to change policies that raise the issue of equality. Finally, another fight for change is the conflict that is occurring to make same-sex marriage legal. Through the examples of all these changes, there is the common factor of changing values. As values change, new changes are undertaken. Changing values therefore involves a further change, but to be accepted it is necessary to overcome obstacles. A controversial bill, those who proposed it and those who oppose it are the main pieces of one of the great changes taking place in today's society. The topic of religious freedom has always been the subject of controversy. While one group seeks to usher in change, another group seeks to maintain the life it has always known. One such fight is currently underway in Quebec with the introduction of a highly controversial bill. The Parti Québécoise, Quebec's minority government, has proposed a bill known as Bill 60. Bill 60 includes a ban on public sector workers wearing religious clothing, such as the skullcap worn by some Jewish men and the veil of some Muslim women. In this case, the Jewish General Hospital of Montreal, one of Quebec's most important institutions, is a group that opposes this change.
