Man must not lie with man, and actions are sinful only when they are carried out. Therefore, homosexuals are called to chastity and repentance for any physical iniquity or deliberate fantasy. A specific reading of the Bible states: "You shall not lie with a man as with a woman; it is an abomination... If a man lie with a man as with a woman, both of them have committed an abomination; they shall be put to death, their blood will be upon them" (Lev. 18:22, 20:13). Religious individuals also believe that certain behaviors are wrong because they are apparently unnatural and contrary to natural law: a man's natural sexual partner is a woman and vice versa. However, the Vatican believes that all homosexuals should continue to be treated equally, with compassion, respect and sensitivity because they are still living, breathing human beings, created in the image of God. They also state that unfair discrimination and violence in comparisons of the issue. On September 30, 2013, Pope Francis explicitly stated: "When I meet a gay person, I must distinguish between their being gay and their being part of a lobby. If they accept the Lord and have good will, who am I to judge them? They shouldn't being marginalized. The tendency [to homosexuality] is not the problem... they are our brothers."
