According to the study, “the quality of teachers is the most important factor determining students' academic performance” (The Blame Game). To raise student achievement, we need qualified, passionate, engaging and positive teachers. Unfortunately, there are many bad teachers in the public education system, and due to their role and seniority, it is very difficult to fire them. Instead of being fired, bad teachers are often reassigned to schools in more troubled, low-income areas because people assume that these schools don't care about the quality of teachers. This raises the question, “Why should there be a lower standard for low-income teachers?
